Town of Halfmoon Supervisor

Kevin Tollisen's: Town of Halfmoon's Direction

We need to create a more open and transparent government that serves the Residents of the Town of Halfmoon.  Developing and expanding our social media is critical to keep residents informed of what is happening in our Town government and how residents can participate and be involved in the process.

We need to remove conflicts of interest, appearances of impropriety and any issues that affect our Town’s integrity and reputation.  I pledge to work every day as your Town Supervisor to be honest and fair and make decisions that are in the best interest of our entire Town.

We need to revise, reorganize and rework our Town Master Plan. The current plan is 10 years old and the Town has grown considerably in size.  We need to be more proactive and create a plan to better identify Halfmoon’s future.   Our growth needs to be responsible to ensure we solve issues of traffic congestion and density, while ensuring Halfmoon residents have water, sewer and other necessary infrastructure.  We need to maintain, protect and expand our open spaces areas to ensure that future development fits within our Town’s needs and our identity.

We need to leverage our resources and work with our County, State and Federal leaders to solicit and secure grant funding for repairs and projects within the Town.  To that end, a task force will be created to analyze infrastructure, road congestion, water, sewer, and zoning concerns.

I pledge to work with our surrounding community leaders to work on solutions to long term issues such as traffic congestion, traffic control and open space. Working together will create more regional and broad based solutions.

Town residents are concerned about the state of our economy.   We need to “sharpen the pencil” on our Town Budget- Continue the “No Town Tax” policy that has been a “hallmark” in Halfmoon.  But, we need to look for ways to continue to limit government spending while providing excellent quality services to our residents.

Our children are our future! We will continue our six week Summer Recreation and Winter Ski Programs for our Youth.  BUT WE CAN AND WILL DO MORE!  We need to partner with our schools, area businesses, not for profit organizations, and faith based organizations to find more ways and create more programs to educate our children and promote good character and positive role models.  That’s why while serving on the Town Board, I created the Character Counts Program which is still part of our Town today.

Our Emergency Services (police, fire and ambulance) are second to none in Halfmoon. Their volunteerism, professionalism, and heroism is evident every day.  Working with our Emergency Services will be a top priority to ensure Halfmoon’s residents have the very best resources available to them.

We need to continue to foster and grow our Senior Programs and the Services we provide.  Our Seniors are the pride and joy of Halfmoon and our Senior Center has over 1,000 members.  We need to continue to partner with our Seniors and provide programs to ensure they enjoy the Center and have the resources available for their benefit.

We will create a business development committee to actively work with our existing Halfmoon businesses to promote their success and overall economic health. The success of Halfmoon’s businesses are important to long term sustainable growth in Halfmoon.

We also need to promote a balanced economic growth plan that attracts new businesses to the area while maintaining the rural character of our Town.  Halfmoon is one of the fastest growing Towns in New York State and an economic growth plan that promotes business is critical to smart and responsible growth.  New businesses will bring jobs, infrastructure and revenue for Halfmoon.

We need to expand our area parks, recreational facilities, and trails. While serving on the Town Board, one of my biggest concerns was passive recreational facilities and to that end, I worked with the Town Board to secure the lands that our Town Park is located today.

Halfmoon’s History is rich and vital to our identity.  We need to continue to develop and expand Halfmoon’s History, 225 years strong, and provide our Town Historian and Historical Society with the additional resources to preserve Halfmoon’s History.
